The March 2024 General Membership meeting of the Dallas Police Retired Officers Association took place at the Alexander C. Garrett Masonic Lodge, 7119 E. Grand Avenue, Dallas, TX.

Presentation:

  1. President Elliston called the meeting to order at 11:01 am.
  2. President Elliston led the membership in the Pledge of Allegiance.
  3. President Elliston announced the names of seven police and seven firefighters who had passed away during January, February, March 2024.

  1. Former Vice President Dwight Walker delivered the invocation.
  2. The minutes from the February 2024 meeting had been previously posted on the DPROA website.  A motion was made by member Robert Gutkowski to accept the minutes as posted; seconded by member Tom Moore.  Motion carried by acclamation with none opposed.
  3. President David Elliston administered the oath of office to re-elected Vice President Sally Lannom and Director Joe Richtsmeier for a new two-year term. Treasurer David Potts was unable to attend the meeting and will be administered his oath in April.
  4. President Elliston said DPROA attorneys have not heard anything more yet from the court on the DPROA request for 13-justice en banc hearing before the 5th Court of Appeals.  Counsel for DPFPS has requested an extension to reply to the filing, extending the date from March 21 to April 21.
  5. President Elliston has recently met with Councilmembers Paula Blackmon (Feb 22), Mayor Eric Johnson (Feb 29), and Chad West (Mar 5).  Those councilmembers who seem most supportive also include Cara Mendelsohn, Gay Donnell Willis, Kathy Stewart, and Jesse Moreno.
  6. President Elliston, Vice President Lannom and Katie O’Brien have an appointment to meet with Chief Eddie Garcia on March 18.
  7. President Elliston said that according to Ms O’Brien, Councilman Atkins of the pension committee wants to have a group meeting with retirees on the morning of March 18.
  8. President Elliston also met with CFO Jack Ireland and representatives of other retiree associations on March 4.  Ireland does not support a COLA for DPFPS saying it was “too expensive.”  When asked about the ERF getting a COLA, he replied that it was because the ERF is 70% funded.  President Elliston pointed out to him that the ERF has also received two Pension Obligation Bonds while DPFPS has received none.
  9. Vice President Lannom spoke about the four videos produced by Mr Chris Kelley of The Kelley Group.  The four videos of retirees tell their stories of the impact of HB 3158.  On social media, the four videos have these viewings: Firefighter Don Jackson (1,000), Detective Shari Degan (600), Senior Corporal Dale Erves (400), and Senior Corporal Robert McKlemurry (500).
  10. President Elliston stated Chris Kelley of The Kelley Group is working on two more videos of surviving spouses.  Comm Director Richtsmeier is asking for the names of any Spanish-speaking retirees, female retirees, or minority retirees who would be willing to have a video made by TKG.
  11. President Elliston advised the attendees that the board was considering at some point calling for everyone to attend an ad hoc or council meeting to show retirees’ desire for a COLA to be included in the restoration plan.  Member Julian Bernal asked if other associations would be invited to attend and several attendees voiced their opinions.
  12. The interview of state lobbyist Jason McElvaney by the board to possibly replace the Ratliff Company is scheduled for March 13 after the General Membership meeting.
  13. President Elliston mentioned that annual dues were supposed to be paid by January 31, 2024.  Director Walker advised that of the total number of the estimated 1,000 participants in the AA/BS lawsuit, 157 of them have nor renewed their dues for 2024.
  14. It was noted that active officers who were hired in January 2007 or later will not receive a COLA to their pensions, and are not sympathetic to current retirees who get no COLA.
  15. President Elliston introduced retired DPD officer Morgan Robinette who is the Grand Master of the A.C. Garrett Masonic Lodge and had made the venue available today.
  16. The next General Membership meeting is scheduled for April 10, 2024 at the A.C. Garrett Masonic Lodge, 7119 E. Grand Avenue, Dallas, TX, due to new roof installation at the Knights of Columbus Hall.
  17. President Elliston stated that the monthly Treasurer’s Report for February would be available for review by members after conclusion of today’s meeting.
