The February 2024 General Membership meeting of the Dallas Police Retired Officers Association took place at Knights of Columbus Hall, 10110 Shoreview Drive, Dallas, TX 75238.

  1. President Elliston called the meeting to order at 11:02 am.
  2. President Elliston led the membership in the Pledge of Allegiance.
  3. Former Vice President Dwight Walker delivered the invocation.
  4. President Elliston announced the names of six police and four firefighters who had passed away during December 2023 and January 2024.

  1. The minutes from the January 2024 meeting had been previously posted on the DPROA website.  A motion was made by member Robert Gutkowski to accept the minutes as posted; seconded by member Larry Eddington.  Motion carried by acclamation with none opposed.
  2. President Elliston said that no reason was given by the 5th Court of Appeals as to why it denied DPROA a rehearing of the Annual Adjustment lawsuit before the original three justices.  The 5th Court of Appeals did ask the DPFPS attorneys to file a response to DPROA’s request for an en banc hearing and set a deadline of March 21, 2024 for that response.
  3. Ms Katie O’Brien of Trinity Public Affairs met with Elliston, Lannom and Seguin via video conference on February 2, 2024.
  • She has attended each of the ad hoc Pension Committee meetings and has also arranged for and attended DPROA meetings with Councilmembers Cara Mendelsohn and Kathy Stewart
  • Councilmember Chad West has agreed to meet with DPROA again.
  • President Elliston is scheduled to meet with Councilmember Paula Blackmon February 22.
  • President Ellison has an appointment to meet with Chief Eddie Garcia on March 18.
  1. Mr Chris Kelley of The Kelley Group has produced four videos of retirees telling their story of the impact of HB 3158.  One still needs editing and they have all been previewed by the Board of Directors.  In addition to using social media to share them, certain television reporters were being considered as persons who could publicize the videos (Rebecca Aguilar, Shaun Rabb, Ken Kalthoff, Lori Brown).
  2. President Elliston stated that City Manager T.C. Broadnax and Chief Financial Officer Jack Ireland met with police and fire retiree groups in January and talked about different ways to fund the pension.
  3. President Elliston reported that renewal dues are being paid and showed up in the Treasurer’s deposits for January 2024.
  4. The Ad Hoc Pension Committee is scheduled to meet again at City Hall on April 11 and May 9 at 3:00 pm.
  5. The Cheiron actuarial group still has one more presentation to make to the eight councilmembers on the pension committee on a date to be determined.
  6. President Elliston stated that the monthly Treasurer’s Report for January would be available for review by members after conclusion of today’s meeting.
  7. The next General Membership meeting is scheduled for March 13, 2024 at the A.C. Garrett Masonic Lodge, 7119 E. Grand Avenue, Dallas, TX, due to new roof installation at the Knights of Columbus Hall.  Re-elected board members Lannom, Potts and Richtsmeier will be sworn in at the General Membership meeting that day.
